Session #103 · 1993–95

Speech #1030056886

The first duty of a sovereign nation is to protect our borders and to assure that those who use the resources of this country are here legally. Then. hopefully. the United States can bring in as many legally as can be sustained by its population and environment. Let us stop this widespread flouting of our immigration laws by criminal and noncriminal. undocumented aliens. That cannot be good for our country and it cannot be good for our traditionally generous immigration policy. The United States is being scoffed at from afar. I can tell you that legislation such as this sends a powerful message to those people. I hope that the Senate will also give consideration to the legislative activities of Senator FEINSTEIN of California who has taken a great interest in immigration issues. I am more than pleased to try to assist her in any way I feel I can. I admire her persistence and her willingness to get into an issue which is fraught with emotion. fear. guilt and racism.
