Mr. Chairman. the question is not whether the Border Patrol or INS is important. Lot me call to your attention that in this bill we have $999 million for the Immigration and Naturalization Service. That is about as close to a billion dollars as you can get. We have in here $360 million for the Border Patrol. and that is $6 million more than the budget request. Now. I have been down to the border. like a lot of you have. I have flown in the helicopter and seen what their problem is. There are miles and miles of border.
