If there is conclusive proof that the Sheik was indeed linked to the bombing plots. then his arrest can and must be made immediately. If not. he should still be detained on the grounds that he is currently classified as a deportable illegal alien. By law. this status would allow law enforcement authorities to detain him while his appeil is pending. It has been reported that Attorney General Reno is reluctant to have the Sheik arrested in part because his arrest would incite further terrorist acts outside the United States.
