We took an already fiscally tight administration request and cut it back by $111 million. The administration had requested an authorization that was. in most accounts. a hard freeze at the fiscal year 1993 level. Certain exceptions were made. however. for refugee funding. population assistance. and assessed contributions for international organizations and peacekeeping operations. At the committee. however. we required even those few exceptions to be offset by additional cuts beyond the administration request. Throughout the entire committee process.
