I intended to offer an amendment today which would have given the Members of this House an opportunity to openly debate the crisis in former Yugoslavia. The Rules Committee has not allowed my amendment. and denied us that opportunity. The war in the Balkans marks its third year next week. We. as a body. have done little to stop the killing or to reduce the human carnage. Hundreds of thousands are dead. well over a million refugees are homeless. and the fear and horror of war in the Balkans is growing stronger. not weaker. Two years ago. I stood here and urged that that America show its leadership and support democratic republics. rather than choosing the side of a Communist dictatorship.
