The United Nations is not precluded from renewing this mandate. Neither is the Congress prevented from extending the authorization if it chooses to do so. The U.N. resolution also calls for the establishment of a viable and representative national government. revival of the economy. and repatriation of refugees who have fled the famine and the civil war. In short. it is a costly. nationbuilding blueprint for the reconstruction of Somalia. Operation Restore Hope has already cost the U.S. taxpayer at least $800 million. and it is estimated that the 3year price tag for our overall commitments to Somalia will reach $1.8 billion by the end of the next fiscal year.
