Session #103 · 1993–95

Speech #1030032863

Do not tell me that. Try telling them that in Texas and California. In 19B9. the Immigration and Naturalization Service conducted a survey of those who voted in a special election in Florida. The INS found that illegal aliens made up 11 percent of all ballots cast by foreignborn voters. Under this bill. the potential for more fraudulent voting is markedly increased. Mr. President. a second problem is that this bill will make it easier for illegal aliens to get welfare benefitsand for the illegal aliens. that is like winning the lottery to get in this country and get on the dole. Once illegal aliens get voter registration cards. count on itthese cards will immediately show up at the welfare office to defraud various Federal welfare programs. As a matter of fact. a Chicago grand jury in 1982 made this observation: Many illegal aliens register to vote so that they can obtain documents identifying them as U.S. citizens. * * * We have learned that these aliens used their voters cards to obtain a myriad of benefits. from Social Security to Jobs with the Defense Department. Mr. President. nobody has the faintest idea how many illegal aliens are tapping into the welfare system. but it is happening. Believe me it is happening. American taxpayers are being taken to the cleaners to pay for millions of dollars in handouts to people who should not be in the country in the first place.
