We as lawmakers must continue to take responsibility for improving and expanding the legal protections available to farmworkers. That is why one of the most appropriate actions we can take to honor the memory of Cesar Chavez is to pass H.R. 1173. the omnibus legislation introduced by my colleague from California. Mr. MILLER. to amend and improve the Migrant and Seasonal Agricultural Worker Protection Act. But without for an instant letting this body off the hook. when there is so much we can and must do. I must say that Cesar Chavez knew that we cannot put our faith in laws alone to bring a new day for farmworkers.
