Session #103 · 1993–95

Speech #1030030543

Mr. President. I am introducing a bill that I announced last month as part of my urban communitybuilding initiative: The Community Policing Assistance Act. Earlier this year. in a New Jersey city I met a man who owned a small store. an immigrant. who was terrified by frequent robberies. His store was in the shadow of city hall. just blocks away. but when he called the police. he said it took them 3. hours for a squad car to respond. He concluded that government would do nothing to ensure his safety. and now he carries a gun. Governments response to the epidemic of violent urban crime has been to toughen and toughen again the penalties.
