It is the only TexMex Middle Eastern restaurant in that part of Russia. and it is a remarkable place. What it reminded me of was how remarkable all of America is. how precious our country is. how much we take it for granted. how easily we have been allowing it to decay. As I have said before. learning to be American requires recognizing that every generation has two waves of immigrants. One is geographic. They are people from overseas like the Khourys. The other is temporal. their children. Both waves of immigrants. both the geographic immigrants and the temporal immigrants. both those born overseas and those born in America. have to learn what it is to be American. For the last two generations we have not had the courage. the commitment. the drive. the willpower to insist on everyone learning to be an American. so that everyone can pursue happiness. everyone can enjoy the rights that their Creator has endowed them with. everyone can have a chance to have a better future. a safer future. to leave their children with a better opportunity. Everything I have learned said two things to me: One. as we look at public policy in the next few weeks. and I hope that the Clinton administration will take these ideas seriously. that they will in fact go toward market incentives. decentralization. privatization. that they will recognize the importance of controlling spending to fight against inflation. that they will commit themselves to the changes necessary in our great cities and the changes necessary in our welfare state to have schools that work. a health system that works. to eliminate the bureaucracy which is so maddening at the Health Care Finance Administration. to eliminate the bureaucracy and the redtape which is killing American jobs at the Food and Drug Administration. to recognize the need to rethink. to be bold. and to come in with the kind of changes that are at least as great for America as the changes we expect of the Russian people.
