United States Ambassador to Lebanon Ryan Crocker in an unclassified January 3. 1993 telegram wrote: There is abundant opportunity for profit by American firms in these related areas. if United States companies are prepared to deal creatively with the ban on American citizens travel to Lebanon and the absence of OPIC coverage. The continued existence of the travel restrictions reflects negatively on United States confidence in Lebanon to Lebanese expatriates and the international business community considering investment in Lebanon. Because of improved security in Lebanon. on January 27. 1993. the United States Department of Justice decided not to extend Temporary Protected Status [TPS to Lebanese nationals in this country beyond April 9. 1993. Presidential Determination 9241 of August 17. 1992 amended the previous restrictions to permit foreign carriers outward carriage of cargo to Lebanon. The American Task Force on Lebanon (ATFL]. of which I am a member and to whom I give attribution for the information contained in remarks here. has called for a lifting of the travel restrictions or. in lieu of lifting them. suggests certain specific. modifications to the existing bans.
