Serrano and the Guatemalan ombudsman for human rights will welcome our interest in the welfare and wellbeing of the Guatemalan people. Mr. Speaker. after a decade of refugees fleeing into neighboring Mexico and Honduras. and in light of the negotiating position of the URNG. the October agreement on the return of the refugees establishes another historic marker. However. that milestone too Is not without controversy and a legion of short- and longterm problems remain which might derail the resettlement process. It Is clear that confidence in the safety of and resettlement of the refugees Is crucial to the peace process. Further. Mr.
