There are over 50.000 unadjudicated alien asylum petitions pending in New York City alone. and delay of 18 months or more are commonplace. By the time of the INS review. the vast majority fail to appear. simply disappearing into the fabric of American society. Yesterday. at a hearing in the Foreign Affairs Committee. the head of the Consular Affairs Division of the State Department urged the Congress to pass legislation granting authority for summary exclusion of transparently fraudulent political asylum cases. Many of these ineligible asylumseekers have been involved in terrorism attempts. narcotics trafficking and other criminal acts. are abusing our taxpayerfinanced social safetynet programs. If we are to do our duty. this body must respond quickly and favorably.
