Attorney General. In that position. she has also fulfilled a second important requirement. and that is extensive intergovernmental experience. While she has been a State prosecutor. she has worked closely with all of the panoply of Federal law enforcement agencies. from the Federal district attorney to the FBI to the Drug Enforcement Agency and especially to the Immigration and Naturalization Service. an agency that has often been described as the stepchild of the Department of Justice. She brings a unique understanding of the operation of those agencies as they touch and affect human beings. She understands the relationship between their activities and the activities of State and local law enforcement.
