We are never going to know. probably. if they have AIDS unless they tell us. If they do tell us. and we want to exclude them. there is a provision for waiver. The Attorney General has not agreed to do that. He probably would not. We have been waiving a lot of people into this country with disease situations for tourist reasons. for specific conferences. That is not an issue. What is at issue is the question of permanent immigrants and refugees and the present law. - Let us pass this motion to instruct simply to reinforce and put into law what permanently is the operating procedures of our Government.
