I am going to support this amendment. or this proposal. for instructing of conferees. because I believe the Members of the House do want us to address this issue in a conference with the Senate. With that understanding. I am going to urge my colleagues to support the instruction to conferees offered by the gentleman from Virginia . But I believe that this issue is a lot more complicated than some people think it is. For example. many people think they know what to do about HIVinfected immigrants. But I would ask them questions like this: Do you intend to stop business travelers and tourists and test them on their way into the country? That would mean there would be only three countries in the world with such restrictions on travel.
