That is why. Mr. Speaker. I am calling on President Clinton to keep his promise to the people of Haiti. in introducing today the Haitian Refugee Protection Act of 1993. H.R. 1307. which I invite my colleagues to cosponsor. It will ensure that the United States will not arbitrarily turn back Haitian people fleeing their countrywithout first determining if they are entitled to political asylum.
