Yet the prospect of a united Ireland remains distant and remote. It is clear that a new approach is needed to rekindle the stalled peace talks. Since his inauguration. President Clinton has demonstrated a real commitment to ending the conflict in Northern Ireland by his endorsement of the MacBride principles and with his support of a new visa policy for Irish refugees that is both fair and equitable. Mr. Speaker. the appointment of a special peace Envoy by the President. in my opinion. would help facilitate the peace process. while sending the message that the United States is committed to nonviolent change in Northern Ireland.
