OCA organized its first chapter in Hong Kong to go along with 41 chapters around the country. Over the last 20 years. OCA has left an important mark on the work that we do here in the U.S. Senate affecting the lives of Chinese and other AsianAmericans. Chinese Americans. even though they have been in the United States since the early 1800s. have often been voiceless in public affairs. That is no surprise since. by law. they were barred from naturalization until after the start of World War II. Despite their noted accomplishments in architecture. medicine. engineering. and the arts. ChineseAmericans. in our Nations history. have had the doors closed to them for many occupations.
