Mr. Speaker. yesterday in the Energy and Commerce Committee. I attempted to offer an amendment to the NIH bill. which would have kept in place the existing ban on immigrants entering this country with the deadly AIDS virus. But due to a point of order which was raised. it was never considered. But during debate on this companion bill over in the Senate. a similar amendment was overwhelmingly adopted. Overwhelmingly. by a vote of 76 to 23. Mr. Speaker. I am not a public health expert but common sense tells us that this disease is not like any other disease.
