First of all. many of the numerous Federal programs that have been established within the past few decades. and those of particular interest to the islands. are not under Interiors jurisdiction. For example. tourism. marine fisheries. and economic development assistance programs are all found within the Department of Commerce. In other cases. Congress provides special treatment for the application of Federal programs in the islands in order to respond to local conditions. For example: Tax. trade. immigration. labor and environmental laws are applied differently in the islands. When there is a need to recommend or support such special treatment within the administration. the island governments look to Interior. Unfortunately.
