The law gives the Attorney General the authority to deport any immigrant. for up to 5 years. who becomes a public charge. and this authority exists irrespective of the immigrants HIV status. Mr. President. when I came to the U.S. Senate. I never believed that I would find myself. standing on the floor. debating a policy which would keep in existence a detention camp. where people. who would otherwise be free. are kept behind barbed wire. quarantined without adequate health care until they die. solely because they have an incurable disease. which is not casually transmitted.
