I concur with the position of the American Medical Association. the World Health Organization. the Centers for Disease Control. the American Public Health Association. the former Secretary of Health and Human Services. Louis W. Sullivan. and the current Secretary Donna Shalala. all of whom agree that there is no public health purpose served by the immigration exclusion of people who are HIV positive. I also concur with the reasoning offered by the distinguished Senator from Massachusetts that public health decisions are best made by the officials charged with protecting the public health. not by the legislative branch of Government. And the policy which is now under debate should not. in my opinion. be statutory.
