I have had some difficulty in responding to that powerful question. We might wish to allow a close family member to enter and to join the rest of the family here in the United States. In such a case. if the immigrant or his family is able to pay the cost of the medical care the immigrant will require. a waiver of the general policy might be warranted. But except for such a case. it is most difficult to Justify a change in our current policy regarding HIVinfected immigrants. Please note that the amendment provides waivers for nonimmigrants who wish to enter this country. those people who would come here for business or pleasure or medical treatment. to visit relatives. or to attend conference. In fact. this waiver authority covers nearly every purpose for which shortterm visitors come to this country.
