States may not require that the mandated mail registration forms be notarized. address verification cannot be required. registrants. in effect. will not have to prove they are whom they say they are. Under this bill. anyone who can obtain a drivers license through illegal means can also register to vote. In fact. any such person will almost certainly register to vote because to decline to do so on a license application form will only bring attention to the individual. This could turn out to be an especially serious problem in my own State of California where there is a very large undocumented alien population. Mr. Chairman. we ought to encourage States to experiment with ways to increase voter registration.
