An ugly partisan attempt to skew the results of elections by corrupting the system for registering voters. Americans who choose not to exercise their right to vote do so not because of legal barriers to registrationbut because of frustration and apathy induced by a lack of confidence in the institutions of government in Americaincluding a lack of confidence in the Congress. The sorry spectacle of Congress effectively surrendering the franchise to illegal aliens and other noncitizens will only serve further to undermine the confidence of American citizens in their Government. It will produce a result exactly the opposite of the purported intent of this legislation. To maintain the confidence of American citizens in this Congress and the integrity of the electoral process. this House should defeat this illconceived bill.
