Mr. Speaker. I rise today to answer a specific charge made by opponents of the National Voter Registration Act. Opponents say too many noncitizensor illegal aliens as a few of my colleagues like to call themwill rush to register and vote. This is simply not the case. To paraphrase Illinois Cook County Clerk David Orr. who will oversee registration in the second largest county of the Nation. The procedures we currently use and would continue to use under the act * * * will be adequate to ensure registration of citizens only. So we must ask ourselves two simple questions today.
