Iraq invaded a sovereign state. It did not threaten international peace. it committed a breach of international peace. It subsequently slaughtered Kurds and Iraqi Shiites in droves. causing a massive panicstricken exodus of refugees which poured across international borders provoking a severe threat to the peace. Likewise. in Bosnia a recognized sovereign state has been the subject of a brutal campaign of unimaginable violence which amounts to genocide. To date the international response has been woefully inadequate. but it is beyond peradventure that there is an unassailable legal case for sanctions to be imposed under chapter VII of the U.N.
