Mr. President. I am pleased to submit today a substitute amendment to H.R. 3591. the Federally Supported Health Centers Assistance Act of 1992. This legislation will allow the Nations 2.000 community. migrant. homeless. and public housing health centers to obtain liability protection by placing them under the umbrella of the Federal Tort Claims Act for a limited period of time. This legislation will reduce the malpractice insurance premium costs of these facilities and their doctors. Consequently. funds will be made more available for services to people instead of being tied up In malpractice promiums. This is real health care reform anti reflects a part of President Bushs health care reform package.
