Congress is giving innovative and effective support to community health centers to serve those who depend on them for access to basic health care. By delivering prenatal care and early chaildhood services. we will reduce infancy mortality rates among those at greatest risk for this tragedy. The legislation extends Federal Tort Claim Act coverage to all fulltime employees and contractors of community. migrant. and homeless health centers. It also authorizes the Department of Health and Human Services to establish a judgment fund sufficient to cover the cost of claims paid out under FCTA. The authorization allows up to $30 million a year to be transferred for this purpose.
