I am pleased that this legislation makes some important strides in reprioritizing scarce funds in our foreign assistance programs to better respond to critical humanitarian. economic development and population assistance needs around the world. For example. humanitarian and refugee assistance is earmarked for a number of wartorn places. including Armenia. BosniaHercegovina. Croatia. and Somalia.
