The United States and the Organization of American States responded quickly. calling for the return of constitutional democracy and implementing an economic embargo against the impoverished country. Sadly. the implementation of that policy has proven far more difficult than anyone imagined. Today. the military continues to rule the country by force and Haitians live in a climate of fear. insecurity. and lawlessness. In the year since the coup. it is estimated that more than 2.000 civilians have been killed. more than 37.000 have fled the country. and more than 15.000 have applied for refugee status at the U.S. Embassy. Tens of thousands are in hiding and thousands more have been victims of illegal arrests. torture. and harassment.
