Mr. President. I would like to commend the House and the Senate for the final passage late last night of the Soviet Scientists Immigration Act of 1992. I would especially like to commend my colleague from Kansas. Senator DOLE. for his strong support from the outset. and also for the important assistance of the Senator from New York. Senator MOYNIHAN. Congressman BEREUTER of Nebraska was an able and effective ally in the House of Representatives. and guided this bill past many difficult opponents. With the collapse of the Soviet Union and the emergence of the Commonwealth of Independent States [CIS]. some of the Commonwealths best and brightest scientists have encountered real hardshipunemployment. food shortages. and a future of great uncertainty.
