I would like the assurance of the distinguished chairman of this subcommittee that it is the intention of the conferees to allow these funds to continue to be used in the current program until at least 90 days after ORR has officially notified the States of impending program changes. Furthermore. and this is a key and separate point. I want to be sure that the conforces intend that such notification only be made after a comparable medical care system has been certified by the Secretary of HHS and the contracts have been prepared which guarantee the right of the refugees to appeal sanctions or unequal income maintenance treatment.
