The conference agreement. while not endorsing or prohibiting implementation of a privatization of the administration of refugee cash and medical assistance services. does allow the Office of Refugee Resettlement to pursue development of this option. As the Senator is aware. this reform is a concept on which I have some grave reservations. and would like to clarify for the record a couple of items. First. was it the intention of the conferees that the funds appropriated for social services and targeted assistance are intended to be allocated to State and local governments for refugee programs and services and not intended as general discretionary funds for the Director?
