Aside from the financial benefits of title X clinics. we should focus more importantly. on the humanitarian benefits. These clinics provide persons with special needs such as recent immigrants. the disabled. and teenagers with affordable. safe health care services in a supportive environment. Mr. President. we as legislators have an obligation to the people of the United States to uphold the Constitution and to uphold the rights of each individual to the best of our ability.
