I am pleased to offer my support to this years foreign operations appropriations bill. The bill represents a cut in foreign aidalmost onehalf billion dollars less than last years foreign aid appropriation. and about $1 billion less than the amount requested by the President. This bill includes loan guarantees for Israels effort to resettle hundreds of thousands of new immigrants. This historic migration of Jews from the former Soviet Union. as well as Ethiopia. represents some two decades of work on the part of American leadership. And the loan guarantees represent the continued American commitment to the struggle for freedom for Soviet Jewry. Israel has already taken in more than 400.000 new citizens over the last 21/ years. More than 600.000 are expected to arrive in the next several years. Few countries would welcome 1 million refugees with open arms. But Israel stands as a beacon to Jews everywhere. But Israel cant provide for the absorption and integration alone.
