Mr. President. almost two decades ago. with the passage of the JacksonVanik amendment to the 1974 Trade Act. our Nation made a commitment to support the principle of free emigration. This dream was partially realized just a few years ago. when the Soviet Union opened its doors to permit the emigration of Jews to Israel. Today. with the passage of this appropriations bill. we take one more step toward fulfilling this solemn pledge. The bill before us today provides up to $10 billion of loan guarantee assistance to help Israel with the enormous task of absorbing the newest settlers to its land.
