If they voted "aye" on this amendment they Just voted to cut substantially more than 10 percent for family planning. Some in this Chamber have written to me or called me saying they wanted increased economic aid to Russia and Eastern Europe. So to sum up. this amendment means a cut of far more than 10 percent in our program for refugees. The earmark for the United States contribution to the United Israel Appeal would have been cut.
