I am pleased to offer this amendment with the distinguished chairman of the Foreign Relations Committee. Senator PELL. This amendment provides $20 million in humanitarian and other relief for the people of BosniaHercegovina and Kosova. The Appropriations Committee has wisely provided assistance for refugees from the former Yugoslavia. but we believe that there is an urgent need for those in BosniaHercegovina and Kosova who have not been forced from their homes and are beginning to confront winter. Winters in that region of Europe are extremely harsh. there is already snow in the mountains above Sarajevo. Yet. in both Bosnia and Kosova there is little. if any. heating fuel.
