Session #102 · 1991–93

Speech #1020218312

Mr. President. permit me to offer an example. A recent Los Angeles County study tracked 1.875 deportable aliens identified as part of a May 1990 study of the Los Angeles County jail population. Half of the 1.875 aliens were returned to their native countries. either voluntarily or through the normal deportation process. Yet. within 1 year. from May 1990 to May 1991. 41 percent of the 1.875 being tracked were rearrested. To be more specific. those 772 criminal aliens were arrested a total of 1.522 times during the 12month period. Further investigation revealed that this small sample of criminal aliens were arrested nearly 11.000 timessome as far back as 1958. This vicious cycle is imposing enormous costs on local and State governments. Los Angeles County estimates that illegal immigrants cost the criminal justice system $75 million each year. In San Diego County. the annual cost to its criminal justice system exceeds $100 million. And it costs the State of California more than $250 million each year to incarcerate criminal aliens.
