I am pleased to Join with the Senator from Washington in cosponsoring the legislation before us as it provides needed protections to those students who have stood so bravely for democracy. I also wish to commend Representative NANCY PELOSI for her leadership on this important legislation in the House. I am also grateful for the cooperation of the ranking member of our Immigration Subcommittee. Senator SIMPSON. on this legislation. The Chinese students in the United Plates have been at the forefront of international efforts to promote democratic reform in China. Many of them have placed themselves and their families at great risk because of their protests against the Tiananmen Square massacre and their continuing efforts to end the massive Government crackdown which followed. Currently. the students are protected from deportation by an Executive order reluctantly issued by President Bush in April 1990. That order permits the students to remain in the United States until January 1. 1994. This legislation provides permanent residence to those covered by the Executive order. unless. next year. the President certifies to Congress that it is safe for them to return.
