Congress which has unanimously approved legislation to deny China MFN treatment. It is time that the United States send China a clear message that we will not tolerate their inhumane and reckless behavior. By denying or placing conditions on MFN. we can demonstrate not only our commitment to human rights and open emigration. but renewed American leadership in halting the spread of nuclear weapons. I am outraged by Chinas complete Indifference and lack of commitment to improving human rights conditions. fair trade practices and nuclear nonproliferation. On September 5. 1992. prodemocracy activist Shen Tong. a constituent of my district. was arrested and has been detained by Chinese officials.
