I say again. Mr. President. if we want to have a debate. it is fair to have a debate on whether we ought to change what has been our historic position on MFN. that is. we will give it to every nation in the world. and we will give it to Communist nations if they allow free emigration. and China does. Chinas problem is not that she does not allow free emigration. ChinaE. problem is that most of the nations of the world will not take in enough Chinese. Including the United States. We are not going to get into an argument about our immigration quotas. but China would be happy to let out a lot more people who want out than the rest of the world will take in. So they met that standard. If the policy of the United States. economic. foreign. military. or otherwise. is going go be based upon whether or not we see it on television and. if we did not see it on television. it in essence did not happen. then we can rest assured that the remainder of the dictatorships in this worldand most of the countries that we deal with in the world are not democraciesare going to make jolly well sure that no Western television or journalists or photographers ever get into their countries.
