This means that we are overburdened with new challenges. The second problem Is that our missions are no longer confined to peacekeeping tasks but have become allencompassing global missions. In addition to peacekeeping. we deal with the reconstruction of a given country. the return of refugees. government reform. and we also work in the administration. The two cases where this has become clear are El Salvador and Cambodia. We settle everything thereranging from the creation of a police academy in El Salvador to sending administrative officials to Cambodia. the repair of roads and bridges. to the return of refugees. There are. for instance. 360.000 refugees in Cambodia. So the second problem means that we no longer only create or keep peace as an Impartial organizationthrough mediation and consultation. We now have many additional new tasks. all of which are related to all aspects of a countrys national life.
