This legislation would condition the granting of MFN on the Presidents certification to Congress that Serbia and Montenegro have stopped supporting armed conflict in the Balkans. including support for Serbian forces inside BosniaHercegovina. and have made significant progress toward complying with the internationally recognized human rights of the Helsinki Final Act. Mr. President. I returned over the recess from Croatia where I was a member of a bipartisan Senate delegation led by the Senate majority leader. The delegation also included Senator PELL. chairman of the Senate Foreign Relations Committee. and Senators JEFFORDS. SASSER. and RUDMAN. While in Croatia. we met with Bosnian and Croatian refugees outside of Zagreb. and viewed the devastated Croatian villages of Lipik and Pakrac. We also met with Bosnian President Izetbegovio. Serbian Prime Minister Panic.
