The modest provisions that we propose will help simplify the procedures for existing eligibility groups and reduce States administrative burden. These changes will Improve client access to the program anti permit the States to be more efficient in the administration of the Medicaid Program. This legislation permits States to extend Medicaid coverage of prenatal care services to undocumented alien pregnant women. Current law limits coverage to delivery or other emergency services for these women without regard to the welfare of the unborn child. This legislation permits the States to offer costeffective prenatal care so that the infantsmany of whom will be Medicaid eligiblehave a better chance of being born healthy.
