Patrick Mayhew. announced that Joe Doherty would not be credited for the nearly 9 years he spent in prisons here in the United States. As a result. Mr. Mayhew indicated that Mr. Doherty would have to remain in British custody for 10 more years before a parole decision would be made. Mr. Doherty was deported to Britishcontrolled Ireland in February despite numerous court victories here in the United States. The Reagan and Bush administrations fought to have Mr. Doherty deported to the United Kingdom without the benefit of an asylum hearing which Mr. Doherty had requested. Dohertys case has heaped injustice upon injustice.
