Mr. President. I wish to indicate my support for this resolution. and my misgivings. I fully agree with the sponsors of this resolution that we must strongly condemn reported human rights abuses and demand immediate access by international relief personnel to refugee and prisoner of war camps. The reports of murder and torture must be immediately investigated. I also support the participation of the United States in a U.N. effort to ensure the delivery of humanitarian aid to Bosnia. knowing that this effort will probably require the use of force. The President is working hard to gather support for just such an international effort.
