Mr. President. with all respect to my close friend from the State of Illinois. the resolution upon which we are called to vote is very specific with respect to what it asks us to seek authorization for from the United Nations. and I quote the operative words: "military force to ensure the provision of humanitarian relief in BosniaHercegovina and to gain access to refugee and prisonerofwar camps in former Yugoslavia." There is nothing limited in that authority. No limitations to antiseptic air strikes. No statement of limited military force at all. military force presumably sufficient to reach those goals. This is not a county fair or a picnic which we are asked to authorize the use of American. among other. forces for.
